➤ Ventura issued permits for six cannabis dispensaries, but only three have opened because permit holders did not meet deadlines and their permits expired on June 30. Dispensary owners say high taxes and tough licensing rules—along with competition from the black market—have slowed progress and raised costs, and the city has no plans to issue new permits soon.
