The Thousand Oaks City Council proposed water and wastewater rate hikes to cover rising wholesale costs and fund over $160 million in capital projects, with water bills for low-use households expected to rise about 10% starting in 2026—revenue operations manager Tara Tosatto explained the increases include a rising pass-through fee. The Council will hold a public hearing on Nov. 4 to decide if the hikes will be adopted.
